BOLIVIA

Support to the Prefecture of Tarija. Based on a request from the prefect of Tarija, during March 23-25, the Project provided support to the preparation of strategies to conduct a conciliation between Provinces, within the framework of a borders conflict in a territory where one of the main gas reserves of the country is located. A mapping of actors, a general strategy for the Prefecture, and a matrix of concrete immediate actions were produced.

The Project also worked with the political team of the Prefecture defining the training and assistance program from UNPD, identifying areas of Negotiation and Conflict, Public Management, and Political Analysis. Launching a process of Departmental Meetings with active participation of the other local stakeholders was agreed. Also, it was agreed for the Project to provide support in creating a team of local trainers able to undertake a training plan on constructive conflict management inside the Department. The Project has already delivered two workshops on tools and techniques for conflict management to the political team and the management team of the Prefecture, and four workshops for building a departmental vision have been facilitated.

During April and May, the Project accompanied the negotiation process faced by the Prefecture. On June, the Prefect requested facilitation for the first dialogue meeting with the participation of Mayors, Councilors and representatives of two of the provinces in conflict. Options were generated and the dialogue continues.

Mission. During April 17-22, the Project worked in La Paz and Tarija, holding conversations with César Mulki (business leader of El Alto) and with CAINCO of Santa Cruz. Both parts confirmed their willingness to participate in the Dialogue El Alto – Santa Cruz. The plan for this process includes 4 meetings with 3 work tables. The process started on June 8-9 and the Project provided the facilitation.

Working Plan with Prefectures. During May and June, athe aProject aheld aseveral ameetingsa for

designing the working plan of the Project and the Country Office with four Prefectures (Oruro, Potosí, Tarija and Santa Cruz) related to initiatives with the same profile as the ones already started with the Prefecture of Tarija.

Qualified Course on Conflict Analysis and Management. This one-year course has started and is co-organized by Fundación UNIR Bolivia and three national universities in Cochabamba, Santa Cruz and La Paz. It is aimed at government officials, members of social and community organizations, and professionals in general. The Project is providing central support to this qualified course, delivering the three modules related to the practice in conflict constructive management. The course was launched on the second week of May in Santa Cruz, Cochabamba and La Paz.

Training to the REPAC (Representación Presidencial para la Asamblea Constituyente) Team. Recently, a REPAC team was formed and UNDP Bolivia is providing support to it. The Project initiated supporting this team with a training workshop on May 12-13. A comprehensive support plan is being developed for the session period of the Constituent Assembly.

Dialogue El Alto-Santa Cruz. The Social and Productive Dialogue Meetings were launched on June 8 and 9. Through a structured process of action and reflection, these meetings look for building confidence among members of the group and setting bridges of understanding that will allow the group to: (a) agree by consensus the development of actions and proposals aimed at poverty reduction and generation of employment; and (b) build a shared understanding of the present situation and the possible future scenarios. The Project has designed and facilitated the workshops. The first meeting took place on June 8-9, getting together representatives of the Commerce Chambers, Local Committees, and Labor Unions from the cities of El Alto and Santa Cruz. The second meeting was on June 15-16, and the third meeting took place on June 23.


GUATEMALA

Follow-up to the Visión Educación process. In order to provide continuity to the proposals emerged from the dialogue process during 2005, and considering the actual situation, a group conformed by 7 of the original process’ Building Group convened to a follow-up meeting on March. The project gave logistics and facilitation support. More meetings will be hold in the near future.

Training on harmonization and public administration dialogue processes. On April 6, the first journey for change management took place in coordination with the Multiparty Institute of Political Studies (IMEP), and the first training workshop for group facilitation was hold with 12 women from the Political Parties Forum, on April 17 and 21.

Agrarian National Dialogue. Support to this process aimed at preparing an Agrarian Bill for the country continued during these months with three learning journeys and several workshops. On April 18 and 24, the group learned about the Mexican and Taiwan experiences on the agrarian issue respectively. On May 4 and 5, a workshop on Fields of Application of the Agrarian Law was facilitated by the Project. This was followed by another workshop on May 19 on Fields of Application of the Agrarian-Procedural Law. On June 8, the Project facilitated the workshop about Competence of Agrarian Tribunals and Agrarian Institutions in Guatemala. On June 16, a learning journey took place around the indigenous topic and its repercussions on the agrarian law for Guatemala. The Project has co-designed the process with the institutional counterpart and provided facilitation and systematization support.

National Accord Dialogue. The Project is providing technical support to the Vice-presidency of the Republic in training, design, facilitation, systematization and coaching to the Health and Nutrition dialogue table. This support is given within

the dialogue framework promoted by the Government on rural development and food safety, social security, women and health, transparency, and education. The expected result is to produce at least six public policies representing the priority social agenda for the country. The first workshop of this Table took place on June 12-13 for establishing an entry framework to the National Accord in this specific topic.





GUYANA

Process of National Conversation. The country office requested support from the Project to facilitate in June the last part of their interesting national conversation project in progress.


NICARAGUA
Mission. During April 24-29, the Project carried out a mission responding to a request from the UN Resident Representative. The objectives were to discuss about the processes proposed for Project involvement in Nicaragua; provide advisory to the country team on the convenience and feasibility of the support; and determine a work/support plan for the Democratic Dialogue Regional Project. Capacity building and technical assistance activities are foreseen
