The Democratic Dialogue Project is planning a support program to the Citizen Audit Project promoted by the National Government under the auspices of the UNDP Country Office. This program includes training and technical assistance in several phases that aim to bring citizens and municipal officials closer, make a deep analysis of the obstacles to democracy at that level of government, and develop effective projects involving both sectors for improving democracy. |
The Project has kept providing support to the efforts for building consensus, previous and simultaneously to the installation of the Constituent Assembly. In the framework of the “Seminar Constituent Assembly: An opportunity for dialogue”, organized by Fundación UNIR, the Project made a presentation on methods for consensus-building and deliberation, which had a broad national press coverage. It also facilitated a workshop for around 30 government officials named “The ABC of Concertation”. During July 23-25, the International Workshop: “Constituent Processes and Democratic Dialogues” was hold in Santa Cruz. This event was organized by IDEA and UNDP. The Project facilitated the workshop “An Exploration of Guiding Principles, Methodologies and Tools for Dialogue”, and made some presentations. This event gathered, for the first time, 82 Constituents from all tendencies. Support to the Prefecture of Tarija. The Project has provided specific assistance, and is delivering permanent advice to the Prefecture on ways and mechanisms for consensus-building among different sectors and regions of the department, |
exploring the possibility of promoting a multisectorial departmental dialogue. UNDP collaborates with the government and local actors in their efforts for generating a plural and safe space from where it will be possible to boost basic consensus on the future of the department. PAPEP Workshop. The Project participated in the workshop organized by PAPEP (the Political Analysis and Prospective Scenarios regional Project) hold on August 28-30 in Santa Cruz, Bolivia. Materials produced by this work team, especially for the countries where we are active, were shared and discussed. From September to November, the Project will be actively supporting the Qualified Course on Conflict Analysis and Management, co-organized by UNDP, Fundación UNIR Bolivia and three national universities in Cochabamba, Santa Cruz and La Paz. The Project is delivering the module on negotiation and communications, as well as the one on mediation and agreement-building. On November, a third module on democratic dialogue will be developed. |
On July 28, the Project facilitated and systematized the sixth and last workshop of the Intersectoral National Agrarian Dialogue, process that produced the Bill for the Agrarian Law for the country. This dialogue process lasted 6 months and included 6 workshops and 3 learning journeys.
The Project provided all the technical, methodological, facilitation and systematization support to the Health and Nutrition Table within the framework of the National Accord for the Implementation of the Social Expenditure for Poverty Reduction, which purpose it to share and listen to a variety of opinions and perspectives, and reach agreements in regards to the programs, projects and actions to be implemented in the short term (2006-2007) in order to make social expenditure, and the fight against poverty and inequity more effective. In this way, it will be possible to accelerate the process for reaching the Millenium Goals and the commitments established in the Peace Accords. A total of 4 workshops and 4 learning journeys were hold from June to September 13, when the Accords produced by the dialogue were delivered to the President and Vicepresident of Guatemala. |
In cooperation with the Netherlands Institute for Multiparty Democracy, nIMD, the Project designed, facilitated and systematized two workshops on Full Citizenship of Women within the Permanent Forum of Political Parties, one of them with emphasis on trainers’ training. Around 20 political women leaders participated. The workshops were hold on August 21 and September 11-12.
Within the cooperation framework with the nIMD, the Project facilitated and systematized two reflection journeys with the counterparts of the nIMD program in Guatemala, on September 5 and 28. |

The Project is providing technical support to the UNDP Country Office in Mexico and to the Promoter Group of the National Dialogue. The support is centered around the conceptual, methodological and logistics design for the Social National Agenda. Due to the current political situation in the country, this process is now in a stage of defining the next steps. |
Coaching to the Country Office of the UN system in the process of Common Country Appraisal (CCA) within the United Nations Development Assistance Framework (UNDAF). An agreement has been set with the Project for providing assistance and training, as well as methodological support in the “conversation spaces” –a mechanism for making sectoral and citizen consultations about the issue in question–, and in the internal workshops of the United Nations System in Nicaragua for converging and synthesizing the process. Design and facilitation of the Regional Seminar on Political Parties and Poverty Reduction: an ethical framework, to be hold on October 24-25 in Nicaragua. This seminar (with a participation of around 100 parliamentary political leaders and donors) is an activity planned by the Project Situation and Perspective of Political Parties in Central America, Panama and Dominican Republic. It started in January 2006 and is being financed by AECI, ASDI, IDB, DFID, IDEA, nIMD and UNDP. The Seminar aims to contribute to the ability of political parties for responding more efficiently to the promotion of good government and the fight against poverty, as well as to provide inputs to donors on how they can support more effectively this to happen. |
